Mr. Phil Balmer is Vice-Chairman of AsBAA. He also chairs the AsBAA Hong Kong Regional Committee which includes the Greater Bay Area, Philippines, and Taiwan. Mr. Balmer was elected as Vice-Chairman of AsBAA in 2017. His current post runs until the next scheduled Board of Director Elections at the AsBAA AGM in 2019.
Outside of his voluntary position as Vice-Chairman of AsBAA, Mr. Balmer is also Director Maintenance of TAG Aviation Asia, based in Hong Kong. In this role, he is responsible for the Continuing Airworthiness of the fleet, plus TAG’s Part 145-line maintenance team.
Having a passion for aviation as long as he can remember, Mr. Balmer started his Aviation career in 1987, as an Avionics technician with a corporate aviation maintenance company in Brisbane, Australia. In 1996 he left his homeland to broaden his experience and horizons when he joined Jet Aviation Singapore, where he held the positions of Avionics Supervisor, Maintenance Manager, and Director of Maintenance. During this time, the company was awarded ‘Best FBO in Middle East and Asia’ by Pro Pilot, several years in a row.
In 2004 he was assigned the role of Manager for Jet Aviation Dubai, requiring complete oversight of the facility, and creation of an FBO and maintenance operation from zero. The facility quickly attained the accolade of ‘Best Middle East and African FBO’, and in 2007 was also voted in the top 5 FBO’s outside the USA, by Aviation International News. In 2008, Mr. Balmer was asked by Jet Aviation to pursue another start-up opportunity and joint venture development in Kuala Lumpur, Malaysia.
In 2010, Mr. Balmer joined TAG Aviation Asia in Hong Kong as the Director Maintenance, where he is responsible for the fleet technical management, including the entry into service of new aircraft.
Mr. Balmer is a licensed engineer holding Australia, EASA, and FAA A&P certificates, and is type rated on Bombardier Global, Challenger 601/604/605, Learjet 20/30 series, Gulfstream IV, Falcon 900/EX, and Citation X. He is also an FAA Multi Engine, Commercial, Instrument rated pilot. Mr. Balmer is a member of various industry customer committees, including the Bombardier 7000/ 8000 industry steering committee, Rolls Royce C3, and Honeywell Global Customer Committee.
Claudio Camelier is the Vice-President of Sales for Embraer Executive Jets in Asia-Pacific and the Middle East. His team is responsible for promoting and selling the Phenom, Legacy and Lineage product lines in the region.
With the Company since 1998, Mr. Camelier previously held positions in Embraer’s Product Strategy, Market Intelligence and Customer Support organizations.
Prior to joining Embraer, Mr. Camelier dedicated eight years to the aviation industry in Brazil, in the fields of flight operations and performance engineering, airport and navigation fees and aviation fuel management.
Mr. Camelier received his Aeronautical Engineering degree from the Instituto Tecnologico de Aeronautica (ITA - Brazilian Air Force Institute of Technology) and holds a MBA in Business Management from the Fundação Getúlio Vargas university in São Paulo, Brazil.
Being the Chief Executive Officer of Sino Jet Hong Kong, Frank holds a bachelor's degree from China Civil Aviation University and a master's degree in business administration from South China University of Technology. Prior to joining Sino Jet Management Limited, he worked in FBO Operations Company of Guangdong Provincial Airport Management Group. He was familiar with all the operational aspects of business aviation upstream and downstream. With more than 15 years of experience in Civil Aviation Administration of China (CAAC), familiar with CAAC's industry policy and operating rules, Frank has a thorough understanding of CAAC's industry policy and operating rules.
Following graduation, I occupied various position within Dassault Aviation from Internship at Dassault Falcon Service then Dassault Falcon Jet as Market research analyst. In 1999, I interfaced in NetJets Europe development as Key Account Manager at Dassault Aviation. After a short experience at Eurocopter, in 2002, I joined the Dassault Aviation team to develop North East Asia market until today as Sr Vice President of Dassault Aviation Falcon Asia Pacific in charge of China.
Jolie Howard is the CEO for TAG Aviation Asia. Jolie has been in the business and general aviation industry in Asia for over 20 years, specialising in the areas of advising business jet owners on the aircraft operations, costing, flight planning and international registration issues. Jolie has been involved in various helicopter and business jet projects in Asia in the areas that range from identifying, developing to implementing such aforementioned aviation projects. She is very familiar with the business jets operational issues in Asia and worldwide. Jolie served as Director of Business Development in TAG Aviation Asia over 7 years and she was Vice President at CIT’s business aviation leasing unit in Asia.

Ms. Lau is the Chairperson of AsBAA. In this role, she takes overall leadership of AsBAA’s growth, engagement and initiatives under its three core pillars: Advocacy, Representation and Community. Ms. Lau was elected as Chairperson of AsBAA in 2017. Her current post runs until the next scheduled Board of Director Elections at the AsBAA AGM in 2019.
Outside of her voluntary position as Chairperson of AsBAA, Ms. Lau is also the President of the Sino Jet Group, which she established in 2011. In close cooperation with the Sino Jet leadership team, Ms. Lau plays a prominent role in formulating and implementing the company’s growth and development strategies. She also defined the company’s mission and values - which include a commitment to service excellence, diversification and to creating new business opportunities by forming win-win alliances with vendors and industry players.
Under the leadership of Ms. Lau, Sino Jet expanded rapidly to become one of the leading private jet management companies in the Asia Pacific Region. In 2014, Sino Jet merged with Bear Jet under the investment of Tsinghua Holdings Industry Investment Fund (TH capital). Since this time, Sino Jet has further developed as a comprehensive corporation with dual bases in Hong Kong and Beijing. The company currently manages and self‐operates more than 30 private jets.
Prior to joining the world of aviation, Ms. Lau had a successful career in the private banking division of Morgan Stanley & Co. Incorporated, providing wealth management services and advice to ultra-high-net-worth clients in North America and Asia. During this time, Ms. Lau became interested in the opportunities of the business aviation industry in Asia.
Ms. Lau holds a Master's degree in Public Policy and Management and a Bachelor's degree in Business Administration from the University of Southern California. She holds three securities trading certifications in the United States of America and serves as Independent Non-executive Director of Digital Domain- a public listed company on Hong Kong Stock Exchange.
Justin LIU is the regional sales director for Citation business jet and turboprop aircraft in South China, East China, Hongkong, Macau and Taiwan. He is also in charge of company’s channel partner collaboration in the region.
Since Dec. 2011, Justin has joined the world’s largest GA manufacture – Textron Aviation as business development manager. Justin has taken an essential role to work with the entire sales team and achieved great growth in sales and services. In Sep. 2014, Justin was promoted as regional sales director for piston aircraft in country and in the beginning of 2018, Justin assumed regional sales director for Citation business jet and turboprop aircraft in South China, East China, Hongkong, Macau and Taiwan.
Prior to joining Textron Aviation, Justin was with the largest business jet management company and operator - Global Jet Concept S.A. and based in Beijing to handle charter, management and aircraft sales of domestic market. Justin also participated to set up the joint venture between Global Jet Concept S.A. and Zhejiang Jinggong Group。
In Jul. 2007, Justin started in industry at China National Aviation Fuel Group, working to provide its aviation fuel and handling services to the international market, including: non-scheduled airlines, charter companies and business jet operating companies, etc. The diversified roles have well established a good foundation of his career.
Justin was graduated in 2006 in Civil Aviation University of China with a bachelor’s degree.
Dr. Jason Ni is currently Assistant Professor of City University of Hong Kong. Dr. Ni holds dual Master degrees in Transportation Engineering and City Planning from University of California at Berkeley (2003), and a Ph.D. degree in Transportation Technology and Policy from University of California at Davis (2008). Jason is originally from Taiwan. Before his graduate study in the U.S., he obtained a bachelor degree from Department of Civil Engineering of National Taiwan University (1998). Dr. Ni has various professional experiences. He was a lead person of THI Consultants Macau Office and is involved with different projects in Macau, including: Long-range (2010-2020) Comprehensive Transportation Policy Study (Macau Dept. of Transportation/DSAT); Study on Bus Service and Operation Optimization (Macau Dept. of Transportation/DSAT); Policy Study for End-of-Life Vehicle (Macau Dept. of Environmental Protection/DSPA); Transportation Planning for New Land Reclamation Zones (Macau Dept. of City Planning); Study on Tourism Signage/Way-finding Optimization (Macau Dept. of Tourism/DST). Before relocating to Asia, Dr. Ni was a Transportation Planner/Engineer at Parsons Brinckerhoff, USA (2007~2010), and he worked with Metropolitan Transportation Commission (2003), City of San Leandro (2004), and Dowling Associates, Inc. (2005). He also worked as Graduate Student Researcher at University of California Transportation Center (UC Berkeley, 2001 ~ 2003); Institute of Urban and Regional Development (UC Berkeley, 2003), and Institute of Transportation Studies (UC Davis, 2004 ~2007). Jason's expertise includes transportation demand modeling (TransCAD, TP+), traffic impact studies, and traffic operation (Synchro). In terms of research, he did a comparative study of Smart Card ticketing programs between City of Taipei and San Francisco Bay Area. He is also involved in the Hydrogen Pathway Program at UC Davis. His dissertation is about the Motorization and Vehicle Purchase Behavior in China, and so far he has published more than 25 academic reports and journal papers. In terms of contribution on the professional society, Dr. Ni is the leader of Young Professional Group of Road Engineering Association of Asia and Australasia (REAAA). Jason has also served as the President of International Chinese Transportation Professionals Association (ICTPA), Northern California Chapter from 2008 to 2010, and he is still on the Board of ICTPA. In school, Jason has served as President of Berkeley Association of Taiwanese Students (2002, 2003).
Denis is Gama Aviation Asia Flight Operations Manager and oversees all flight operations matters relating to the Hong Kong operation. With over 28 years of Professional aviation and 12,000+ flight hours, within all segments of the industry, Denis brings a wealth of experience to the team.
Licenced to fly in the US, Europe, the UAE and Hong Kong, Denis also brings a strong training background having held numerous positions as Lead Instructor (Simulator, aircraft and Enrichment courses), Check Airman and Examiner (FAA TCE, EASA TRE, HK-CAD AEX), as well as in Leadership roles, as Manager Flight Training and Chief Training Captain.
Dr. Qian has extensive investment and strategic management experience in aviation,automotive and yacht industries. Founder and CEO of FlightJoy, he has also founded Honsan General Aviation, served as President. In USA, He served at senior management position in corporate strategy with General Motors and Ford Motor Company. He started his career with Civil Aviation Administration of China(CAAC) in airworthiness, fleet planning and operation cost analysis for airlines investment. After returned to China, Dr. Qian has served as VP of of Weichai Power Co., Ltd., responsible for Corporate Strategy & Investment. He has led team, acquired the world largest Italy based luxury yacht company, Ferretti Group. During his tenure, the company has invested over $2 billions in overseas.
Dr. Qian has received his Ph.D. degree in Mechanical Engineering from University of Kentucky, M.S. degree in Aircraft Engineering from Northwest Polytechnic University, has studied in Michigan State University EMBA program.
Having a background in commercial aviation, including infrastructure planning at Frankfurt Airport in Germany, Al has worked in business aviation in Southeast Asia since 2015.

Mr Rocky Zhang is a member of the AsBAA Board of Governors based in Mainland China. He also chairs the AsBAA Mainland China Committee, leading the association’s activities in China that includes its regional meetings, events and its engagement with government, members, educational institutions and the wider industry. Recently, Mr. Zhang has also overseen the rollout of AsBAA Discovery, the association’s student and careers chapter, to schools in mainland China.
Outside of his voluntary position at AsBAA, Mr. Zhang is also Vice President of Textron’s China Government Affairs Department, a role he has held since 2014. He is responsible for leading on government affairs and promoting Textron’s aviation business development efforts in China. This includes the corporation of brands such as Cessna, Beechcraft, Bell Helicopters, Lycoming Engine and TRU simulators.
Mr. Zhang also takes an active role in the US-China Aviation Cooperation Program as the Co-Chair of the Business and General Aviation Committee, Manufacturing and Airworthiness Committee. He has also taken a lead in a few GABA projects with Civil Aviation Administration of China (CAAC). Mr. Zhang also works closely with the US Federal Aviation Administration (FAA) and CAAC for bilateral relations and industry development between US and China.
Prior to taking up his current role at Textron, Mr. Zhang was Chief Engineer at Boeing China Service. With more than 11 years of experience at Boeing, he is well-known for his skills in: training, airworthiness, engineering and aging aircraft. He has been leading the development of industry best practice and has developed maintenance and engineering courses to train thousands of industry professionals in Greater China.
Mr. Zhang holds an Bachelor degree in Electrical and Electronics Engineering from North-western Polytechnic University, a Master Degree in Business Administration from Rutgers University of New Jersey and his airplane mechanics license from the FAA.
